Instead of complaining and wondering why.
You have to dig a ditch so that God can come in.

Have you carved out a place for God to fill?
What can He occupy?
What can He fill up?
Dig the ditch right in the Valley where you are. Carve a place out for Him.
You have to dig the ditch.
You have to create an area for Him to fill

Proverbs 3:9 -Honor the Lord with thy substance. *To dig a hole or designate a hole for God to fill. 

In the midst of your storms, you still have to honor HIM and Glorify HIM at ALL times. Even when you are going through. Keep digging and Keep Praising God.
